I have a 1983 Honda 200x. the headlight bulb is blown. I checked the voltage going to the headlight and it varied from 13-28 volts. it did increase when I revved the engine. I was wondering is that correct or is there a regulator in the wiring system somewhere. any help would be appreciated!

No regulator , the headlight bulb acts as the resistor .

Just to confirm, these do not have a voltage regulator or a rectifier. 100% of the energy output from the lighting coil goes into the lights, so when the head light blows, the tail light does too. Replace all bulbs at once with the correct sized (wattage) bulbs at the same time.
