Honda red 250es what’s this thing??

Hi fellas just a got a new to me big red, after 15 years too boot! It runs pretty awesome but I noticed a piece flopping around near the engine? Here’s a few pics.
It’s in the centre of the picture!

The crank case vent or the bracket for the idle cable on the carb?

That is the plate that holds the breather tubes to the carb, it seems to be upside down, it is normally mounted at the top of the carb, have a look on Partzilla you will see how it fits together.
