Hi guys, I came across this frankenstein build, can anyone identify this seat and tank?

I would guess ATC 70 seat and rear fenders. The fuel tank looks like it could be from a mid 1970's motorcycle but painted with 1983 ATC colors.

That protruding screw on tank filler style looks more like what Kawasaki used than any Honda I can think of.
