185s tire problem

We put a new front tire and and front bearings on my 185s s but after putting everything back together, the entire rim has around 1/2in of sliding movement left to right which is not right. We aren't missing parts and even checked the diagram but we cant figure it out

We aren't missing parts and even checked the diagram but we cant figure it outThere is bushings that go on either side of the rim on the shaft to center the rim are they there?
