So the upper portion of the throttle cable snapped on my Tri-Moto 175.

It's connected to two other cables inside a plastic sleeve, one going to the carb and the other going to the lower end of the motor.

I'm just not sure how to get the single upper cable out of the plastic sleeve to attach the new one.

Anyone have any experience with this before?

you have to disconnect the lower cable ends off the carby & oil pump. It will give you enough slack to install upper cable.

If I have the oil pump disconnected and run pre-mix, is it safe to disconect the cable to the lower end?

yes you can disconnect cable, plug oil intake on carby. Some people remove the pump altogether, including the plastic drive cog on inside of case, as that cog can get mashed up from pump seizing with no oil.
