Looks like a home built one with a lawnmower engine.

It looks like a Commuter (or similar one) with the wrong gas tank on it.

Wow.
That thing looks like a mess. Besides the CVT having what looks like an automotive fan belt, I can't imagine it working too well with the driven pulley mounted on a moveable swingarm. The final drive that is mounted inside the swingarm looks like a generic transmission that has a reverse function.
The band brake is hilarious. I've got an antique bicycle with a band brake and wouldn't trust it to stop me on a slight decline.
That has to be some home built monstrosity, or a mutilated US built utility trike.
