86' 350x chain problems

I bought my 86 350x a few months ago, got all new plastic for it and tires, but it still has the 25" tires on it, and my chain is so loose, we got it tighenet up once, but now i go to do it again and cant make the carrier move, is there a special tool for this?

also the sprokets are new, but if a chain just sat there for a good year would it stretch really fast thanks andrew

All I can answer is that a chain won't stretch from just sitting there. It has to be used/ran to stretch.
