I had a guy drop off a recoil to me for a rebuild. I have never really tore into one of these with the decompression cable on it. Spring feels good but you pull it out about 3" and it stops. Seems like something is hanging up or maybe broke. Any ideas before I tear into this thing? I only had a minute tonight to discover what it was doing but I thought I would ask for advise first..

They are a pain in the arse. It's probably just dirty. The only thing you can do is tear into it, clean it out and put it back together. The recoil ring and it's associated parts can be challenging to put back together.

Step 1: Get some long drywall screws and screw it down to your workbench. This keeps both hands free.

Good luck!

Last 200S I had got converted to manual decompression relief. IMHO, it was WELL worth the time. That cable set-up was not Honda's finest moment.

Got it guys, thanks. Looks like someone had rebuilt it recently (previous owner) and put the decompression spring in wrong or it came out either way. Was able to figure it out after watching a pretty good video.
Now onto a farmer's 250 reckon that doesn't like to start, a first for me also. Might need some feedback on that once I determine it has spark, I'm thinking all carberatuer on that one.

Gabriel,
Maybe you can explain how you did this in case this fails again. If nothing else it's just good info to know.

I swapped complete valve covers during an overhaul but pretty sure the lever can be installed on the S cover.

Flush the tank and carb on the Recon. Those little carbs plug up with the slightest speck of dust.
