can tire be changed the same as if they were 1pc wheels so as to not disrupt the seal?

No.

The wheels do not have a center drop section for the opposite side of the bead to slip into while pulling the bead over the lip on the other side.

I see 2 possibilities: ruined bead (overstretched) or ruined/bent wheel.
