If I put new valves, guides, and springs on my 200x should I replace the valve guide seals?. I also put a race cam in it so should i replace the rocker arms?

Of course, do the seals - they're the cheapest part! A good way to tell if valves leak off the bike is to pour a little gas into their ports and see if it leaks through the valve and seat. I would only replace the rocker arms if they show wear. I had an 86 200X which the person let run low on oil a few times. It was noisy so I opened it up. The cam was dead as were the rocker arms. So I replaced them, but 6mo's later it got noisy again. I didn't replace the shafts that the rocker arms rode on - I new they were scored but I figured it would be ok. They scored my new rockers and that put metal dust up there and ruined it all again. Your race cam may need better spings though.
