Part Identification YTM 200

Does anybody know where this fits on a YTM 200K?

I’m cleaning up my spare parts bin for this trike and it was mixed in with some pull starter parts, but it looks like it might be for holding a cable in place? I’m drawing a blank.

Close but no cigar. Its a lot smaller than that part.

Good news is now I know it’s not off the starter. It looks like it might be for holding a cable in place.
