Say If I went to the local Honda dealer and was looking for a part and they checked stock at Honda USA and came up with "0" in stock. Can they do a dealer search to see who has stock??
Part 2. I wonder if Honda USA and Canada or worldwide is in the system(?)
I know at my work I can check stock in Canada but it will also tell me who has it in the USA (Non-Honda) It will not tell me if a dealer has it in stock. Only the warehouse.

My advice on the first part is to go to the dealer and ask them. I don't like to call on very much because most of them seemto have no clue what I'm talking about. They seem to do better if I'm standing there in front of them.

Not your average parts guy but the manager etc. can see how many are left in American Honda.
Although it's 2017, you'd think they would all use the same system, but lots of dealers are not doing so well and haven't been for quite sometime now.
Know your part number? Cold calls always seem to work the best...

.
If a part has been discontinued and you can't find it at the dealer or on Ebay you can try the site below . I have bought many discontinued NOS parts from them and found a discontinued clutch cable there a few days ago for the person here that has the 250r clutch cable thread because the inner cable on his new motion pro cable was too long . It was the last one they had.

If you need discontinued parts for a Tecate I can give you the link to a site in the US that has some.

Kind of why I asked as I saw that about the cable. :)
I was at the local Honda dealer last summer and was looking for a OEM CDI box. Guy said good luck but then looked it up and Honda Canada had only 1 in stock and I got it. Was there more else where? I would think so. Maybe there is 1000 of them in the USA. I don't know.
