best way to tell if piston is at TDC - 250sx

I am needing to adjust my valves on my 86 250sx and I was wanting to see if there was an easiest way to:
1) rotate the engine
2) tell when the engines is at TDC

also just to verify that i have the right numbers, both intake and exhaust should be adjusted to .08 mm or .003 inches, correct?

1) The engine rotates very freely if you remove the spark plug first
