Can somebody please help with what this Bolt is for and should it be torqued down? It's to the right and below my cdi case 233917

The pic came out upside-down.. But the bolt is loose I can almost move it with my hands

That bolt holds the cam chain tensioner in place. Yes it should be good and tight.

I beleive that bolt is for the timing chain guide inside motor.
What machine/year is the engine ?

It's a auto x.. It's a 1985 200x frame and the motor is from a 200s I believe not sure what year but it's only a pull start.. Could this Bolt being loose cause a ticking sound like my valves were loose?

Could this Bolt being loose cause a ticking sound like my valves were loose?Yes. After tightening the bolt it would be a good idea to go ahead and double check your valve clearances and adjust your tensioner per the manual.

Today I went out I tightened the bolt up and when I took the bolt out after loostening the lock nut to tension my cam chain I noticed that when the lock nut is loose the tapping stops almost completely but when I tighten it back down the tapping starts again.. What could this be?

Thats ticking is your cam chain slapping around. Your auto adjust for it isnt working right. Watch that video in the link and you should be good to go. Will want to adjust your valves as well
