95 is way too low. It should have like 175.

Adjust the valves.

yep 95 is low on a 2 stroke, a 4 stroke prob wont run at all or be very weak

in freshman yr we had a old xr75 that ran out of compression, no $ to fix it so we put half lucas oil in the motor, drilled the jets all the way out to run alcohol, and pulled it behind the truck for about 5 minutes. when we just about gave up it came back to life in a huge wheelie with flames shooting out the exhaust. it ran like that for a few months before it stuck a ring.

don't forget to clean the carb.

will it pop on ether (starting fluid) or if you pour a spoofull of gas down the sparkplug hole? If not, then your timing is off. If it will pop then its carb related.

Make sure no rodents are residing in the exhaust or airbox.

This model apparently doesn't come with an air box. THE VALVES ARE OPENING AND CLOSING. just gotta figure out the adjustments .

Have you checked to ensure you timing is correct? If not read article below and get motor in time.
