Is the spring out of the starter case. If it is no easy way but to hold on like heelllllll and wind it up enough to gdt it back in case. Once thats done put a new rope on the other part and ther should be a lil notch for rope to stick thru law rope assembly in and wind it back up. Thers vids on utube on how to do it up

Check out the video from d-ray shop on youtube. Bit basically put a good glove on your hand and hold the spring flat with your palm and pull the spring end with your other hand until you cannot wind it anymore. Then carefully take the spring with a pair of needle nose plier and put it in the recoil case!

The 200es spring has to be wound super tight because of how it fits into the case. Most model cases allow you to drop the new spring in and then shimmy off the temporary strap and the spring does what it needs to do. 200es has to be wound tighter

if it is the plastic drummed pull start then you need this video which is very similar to the 200 es pull start
