250SX Starter Issues

I just finished wrapping up my shift pin project. Took a while but I got it all back together. If I tighten the starter cover to spec, the starter wont turn over. If I back the bolts out to where they are a little loose, the starter works normally. Did I overlook something during reassembly? Has this happened to you? Before I disassembled the left cover, everything related to starting worked fine. I HATE fixing one thing, only to make more issues.

You'e missing a washer :). look at a parts blow up,,,for the correct year. Compare what you have. You'll be shy one.

Had this happen with my dx. The cover was pressing against the starter so much it wouldn't turn. The gasket was a little bit to smashed down. I shaved a little off the spacer that goes in there. I'm sure your 250sx is different but similar issue to mine.
