on my 86 250r i can grab the flywheel and lift it up and down. Not very much at all. Actually so small that i cant see it move move i can just barely feel it in my hand. Wondering if that is normal or if its supposed to have no play.

Bearings are getting worn. You could rebuild if you want. Never hurts. You probably could still run. But be easy no racing. And it would work for a while.

No there shouldn't be play in the flywheel

So easy as splitting cases and replacing bearings? Or do components need rebuilding?

To clarify, when you say you are lifting the flywheel where exactly are you checking for play?
If you are moving the ignition flywheel it could be the press fit between the flywheel and crank.
If you are moving the crank end then yes split the case and replace the crank bearings.
If you are checking the crank play through the connecting rod you have to be careful as the rod side play can feel like a bad main rod bearing if not checked carefully.

Back in the 90s I was sponsored by my local Honda shop .One day I was visiting the shop manager and he was working on a brand new 300ex that a custom had only ridden once. it had a slight knocking noise they found out it was play between the crank shaft and inner bearing race. What Honda did to fix it was they sent them some red locktite to put in between the crank shaft and bearing race to take up the space.

I checked by removing the fly wheel cover and grabing onto the flywheel to see if there was play in the shaft. Is this not the way to check? How should be?

Let's ask this, if you have any doubts just redo it. That way you know 100% it is correct and ready to ride.

The play could be from the flywheel to crank interface. I would remove the flywheel and recheck.
