ATC70 stator plate screws

Anybody have a good way to get out the phillips head countersunk bolts hold the stator plate on an atc70? Impact driver will not get it.

If the impact driver won't get them, I think the last resort is just drilling the head off. Pick a drill bit just a bit larger than the diameter of the threaded portion (you'll have to guesstimate). Drill just until the head pops off. You want to leave as much of the threaded portion of the screw as possible. Once the heads pop off, pull out the stator plate. With the stator plate out of the way, you'll be able to grab the stub of the screw that is left with a vice grips and back out the threaded portion.
