Oh yeah, the oil causes all the dust and small particles to stick better in the filter. Also I always create a fine particle net if I'm running in a sandy area..it's like a fine nylon.
My wife makes them for me on her sewing machine and they slip over the foam filter..all the heavy particles get caught in it and as it buffets from then engine running it causes all the large grit/bugs/tree debris to fall to the bottom of the air box for me to clean out later. It increased the interval on my filter cleaning big time!!

K&N sells a filter oil, other brands also sell oil for "fiber filters". I have a can of bel-ray fiber filter oil in the garage for my K&N.

I have been buying moose air filters because they are only $20ish and work probably as good as most others. I also have klotz foam air filter oil in a spray can, its colored red so you can see where you missed. Spray it on, squeeze out excess and your good to go.
I believe in the manuals it just tells you to use regular motor oil, soak it and ring out the excess.

I prefer a good foam filter to fiber, but i ride in very dusty conditions. I like the uni 2 stage filters, they have a fine cell foam on the inside with a layer of coarse cell on the outside. I like the klotz spray filter oil myself.

When I run a k&n I find that the outerwears prefilters work awesome :) just keeps the filter that much cleaner especially if you are running pod filters.

If your running a K&N make sure you have an "OUTERS" on it. I have a K&N on my 350x and if I run it without the Outers I get stuff inside the filter. Get the outers and oil the filter with oil made for a gause filter, not foam.
