this is my 250 big red. not sure if its the chain but just want some one with more experiance than me to diagnose the problem.

Sounds like valve chatter to me, adjust your valves.

That motor sounds like the valves are very loose and/or there is a possible oil to the top end issue? Not sure if it's low on oil or ever been apart. Gasket sealer can be a big issue in the rocker box with Honda 4 strokes I have worked on.
Is the oil filter in the right way??
You 200X guys: The 83-85 200X timing chain and guides make allot of noise but are all easily replaceable. Dennis Kirk has a guide kit, I'm sure other suppliers do also and use a DID timing chain.
Not expensive to do at all.....

Pretty sure there are a couple threads here about this..
Don't remember the full detail of the issues related but it isn't an easy job as I recall.
You may want to consider a rebuild of your existing..or look and see if you can find one of the aftermarket available 300cc topend kits. I remember seeing a website a few years back that still had a 250ES topend kit..maybe one of the other members still has it in their favourites since I couldn't find it.

Seems like a 10 minute valve adjustment is a lot easier to me!

That output shaft angle will be too far off with that swap. I think it was "trailrider" or something that did this swap and did it well....
