Well...Ill have to try that but these are brand new oem fenders that I dont want to ruin. The bolt that comes from the seat is turning. How can I stop it from turning?

Does the nut turn but not back off or tighten? If so, you can try reaching over the bolt with vice grips and pulling against the nut while turning to see if it will grab any good threads.

If you dont care about saving the bolt try this. Use a pair of vise grips to hold the very end of the bolt and back the nut off some, then you can cut the bolt under the nut without damaging the fenders.
