Can you bolt an 86 tecate jug on an 84? If so, can the power valves be used?

No. There is no powervalve governor on the 84-5 motors.

Thought so. For some odd reason, all the specs, including the specs on this site, state they are both 64.9mm stroke and 70mm bore. I cant imagine them using the same bore and stroke while changing the bolt pattern for the cylinder.

The bolt pattern is the same I believe. And Kawasaki used the 70mm bore for many years, 78-87? The exhaust port is in the center on the 86-7 Tecate (85-6 KX250) so it would hit the down tube of your frame.

you can use a 83-84 kx cylinder on a 84-85 tecate, it is supposed to make much better power, but the power hit is moved up in the range.

From what Ez money is saying, it will fit the engine, but not the bike. Gotcha.
I went ahead and purchased me a spare 85 'tecate' cylinder. http://www.ebay.com/itm/221141674240?ssPageName=STRK:MEWNX:IT&_trksid=p3984.m1439.l2649
I hope it works ;)
