You can use a phone to text the stator:-p, or an Ohm meter. Check the manual for proper checking instructions. The CDI on my tecate read all funny according to the manual, but it is perfectly fine. My stator read about 50 ohms low. Replaced, works great.

Heres what I'd check in this order.
Plug - test a known good plug for spark. - > leave out for checking spark.
Clean all contact points (rust under coil, corrosion on wire ends)
Test grounds with ohm meter (side of coil to ground, ground water from stator to ground.
Test ignition coil (ohm meter) (windings
Test stator(ohm meter)(windings)

Now i say this. I have not messed with any wiring on a 250r, let alone read the manual. I dont have 1 :-p

I dont have a manual, but i did clean all contacts, took apart my on off switch and jumped the wires together, i had taken the coil off and tryed it on my 350x and it ran like a charm. If i remember right theres 3 wires comming out of my stator, im not sure on which wires im looking to test

Another problem i have is there is no tension on my clutch lever, not even enough to half the lever back in. the clutch is always engaged, pulling the lever dosent do anything, so ive been power shifting the last couple times i was out this year. any ideas guys?

Are you maxed out on your adjustments for your clutch? If so, pull your clutch apart and check it out. Might have something loose or your plates may be worn to far. As far as your electrical, take your time and check for loose wires and bad connections. You can view or download a manual here for specs. Might be something as simple as one of the plugs came off of your coil though.
