tri-z mystery parts

I'm reassembling the Z after being torn apart for 2 years and i have mo idea what these 2 parts are.

I'm thinking its the axle sprocket hub dust cover, part # 12 here but there's only supposed to be 1 and I have 2.

So it goes bearing, seal, dust cover?

that plastic seal slips on the hub's lip..on the inside of each ..just like a banshee.. bearing ,seal ,dust cover..
