Why are "new" 250r engines always black

Just wondering if anybody knows why the "new" 250r engines on ebay are always painted black? They almost always say they were removed from atc's when they were banned from sale. If that was the case wouln't most of the engines be gray since the 86 models had gray engines and I'm sure the 87 would have, and thats when the ban to place.
