Kick start question/ Tecate

Yesterday I picked up a 85 Tecate for $200! it runs great, and has a New clutch, ricky stater, DG pipe and Silencer! Only thing is the kick starter has no pressure to it. You have to SLOWLY lift your leg up and down to find a sweet spot where there is pressure to kick it over? any Ideas what this is, and how to fix it? Also , any one with a tecate Head light hit me up! I'm interested in it!
