Should I bother rebuilding my carb or just buy this one?? It says Japan so I am assuming its the OEM carb.

That carb is not OEM (keihin). I'd take a chance with a carb kit on the original carb. Whats wrong with it?

The bike doesn't want to idle until it gets warmed up which is strange since its 90 out, LOL.

I've had good luck with the eBay carbs, I've bought 2 from this guy: http://cgi.ebay.com/ebaymotors/NEW-Carburetor-1984-HONDA-ATC-200M-ATC200M-Trike-Carb-C-/220783416312?pt=Motorcycles_Parts_Accessories&hash=item3367b793f8

I was skeptical at first as well but now I won't bother messing with rebuilding old oem carbs anymore if a new carb is available for $10 more than the rebuild kit. I have rebuilt them before and it made no difference. The internal parts get worn out

Ok, I feel better about buying one of those carbs. I got excited because the one I put up said Japan and I thought it was OEM, lol.
