Tecate tank problem

Any one have a good way to get stuck screws out of the gas tank, the insert is just spinning in it. I think somebody use the wrong screws, it was spinning as soon as I even tried loosening it. I am sure someone else has had this problem also. Any ideas would be appreciated. Thanks
