They can be a real whore. That hub is splined and will weld itself to the axle with rust after 25 yrs. I just had one that was the same way, i made extentions for my 2 jaw puller. Still wouldnt budge.
In the end i pulled the whole axle and bearing carrier assy out and cribbed it up in a fixture with the brake end up, slid a piece of heavy wall tubing over the wheel hub splines and then attacked it with a 12lb maul to drive the axle out. I always win in the end.

lol, i used wd-40 and 2 flat screw drivers. Slide right off no problems. Id soak it with wd-40 or Liquid wrench, maybe giver a couple taps with a :hammer

Once the 2 nuts are removed, the brake hub and the tight fit of the bearings are all that hold the axle in. You may be able to do it in the bike, just be sure to slide a piece of HEAVY tubing over the splined hub seat to protect the nut threads and give it a few good wacks with a sledge hammer. It helps if you have someone there to hold the bike in place.

There is a guy on epay that sells them and the seals for $13 and some change. I have bought 4 sets for 4 different machines and they have been great so far. He ships them fast too. Carnell sales, I think is the name. The only thing not in the package is the brake cover seal.

There is a O-ring in underneath the lip of the drum,GET IT OUT OF THERE before you try pulling the drum up off.If you don't,it will pack into the threads the whole way up off! Fun stuff! <and they are literally welded on there sometimes, don't get discouraged if 2 screwdrivers and wd don't do it!! Good luck
