Can the dampening rods come out without dis assembling the forks?

Well there's a small amount of disassembly involved. Take off the top cap, remove spring, washer, spring. Take out lower allen bolt, damper rod will slide out. The fork tube will stay in because of the bushings & seal. The aluminum sleeve thing at the bottom will stay in, but you don't want it to fall out of place, or you may end up taking it all apart to get it set back in its seat again.

I bought a set of 250r forks for the dampening rods and I don't want to replace the fork seals if I don't have to because they are like brand new and not leaking yet. Will the rods come out if I don't unscrew the bolt on the bottom of the fork?

No. That's what the bolt threads in to, at least on a 350X. Haven't had a set of 250R forks apart in a long time, but I'm fairly certain they're the same.

I was referring to the 350x forks, that's the one I don't want to rebuild. I don't care about the 250r forks.
