Depends on the year. First gens go for around $500 in good rideable condition. 86-87's are more valuable, upwards of $1500 for minty ones.

The first gens will get up and go pretty quickly, I'd say in the 50mph range, mid 50's or so. Second gens in the 60's.

If your looking at a 200x that hasn't had a lot of care and some signs of backyard mechanic work $500 or less seems about right. If it's had some work done to it (and supporting documentation) it could be worth more. Doubt anyone on this site will suggest you pay more than $1,000 no matter how nice.

Take a look at the swingarm bolt and adjusters for signs of poor maintenance. Look inside the tank for rust. Push down on the back to feel the mono shock (soft and pillowy feel is bad) Look for missing/broken bolts (primarily on the front forks) Push down on the front forks and listen for an "air" sounds. If the front shocks sound like they're pushing out air when they compress thats not good. Look for oil leaks around the head. Start it up and take note of the kick start (does it slip?) Does the engine smoke? Is there excessive ticking or knocking? Check for functioning rear brakes (rear brake components are expensive) Also check where the exhaust mounts to the engine for broken bolts. And last but not least, check that it shifts through all gears properly and for a tight cluctch.

Anything else should be common sense, like the plastics and seat stuff.

awesome, a headlight and plastic for it shouldnt be too hard to find. I get more than that out of 200s trikes in the condition you described. Id say you did good.
