sorry for the silly question, but is the hi lo selector actually
all the way in one or the other?
Mine used to get stuck partway and sometimes walk itself out a little and spin freely

When using the little black lever to select hi/lo/rev, rock the trike back and forth and pull the lever and try and go as far in that direction as possible. There are lines that you can match up to, one on the shifter, one on the engine.
