problems with 110

my buddy has an 82or 3 110 and it is giving him a fit. it runs great till you get the throttle 1/2 way then it dogs out. i have moved the needle up and down,no change, the jets are right, could there be a problem with spark. it runs but breaks down midway through the throttle. new plug and still the same .

on the on/off valve clean that out theres a little screne there make sure thats all cleen because you arnt getting enough gas to the carb then check the lines form the gas tank and see if those arnt pluged at all
