yes, tdc of compression stroke all valves are closed............i think..... if the piston is at top of exhaust stroke the exhaust valves would be open

Thats where you you find the .003 valve clearance; They may tell you to disconnect the decompression valve if your setting the exhaust valves.

The intake valve should be just closing as you approach TDC, thats the compression stroke.

when my piston is at tdc on exhaust stroke the exhaust valves are opened and my intake valves are opened a Little is that normal?

the exhaust valve should be closed when the intake valve starts to open...at the end of the exhaust stroke is when the intake stroke starts

Let me guess, your using the kickstarter?

Take the spark plug out, the plug on the left cover center and use a ratchet and socket to get to TDC. Remove the left timing cover, If the mark lines up on the flywheel there will be no valves open at all. If they are, turn 1 more revolution. Use a flashlight, it's hard to see the marks.

Take your tank off, remove the 2 covers and the cam lobes will be down. If they are up, your at TDC exhaust stroke. Intake, compression, power, exhaust. Simple if you downloaded a manual. http://72.52.143.80/~trikes/atc350x_85-86_servicemanual.pdf
