Ok i was changing the tail light on my 250R and looked at the end of the pipe and saw alot of dark black oil there should i be worried???? and what will cause this??

It's normal for a 2-stroke. Since you mix oil in the gas there will always be some extra that won't get used in the engine and will just get blown out with the exhaust gases. A periodic cleaning is all you can do to cut down on the amount of build-up.
