my 250sx that i just got running July 12 has something wrong with the carb if the bike is in neutral and idleing if you rev it the carb sticks open a little and i put some sea foam carb cleaner in it and it improved a little but not much and sometimes when you try to throttle it has a lot of hesitation and when driving always a little hesitation :wondering but other than the carb it runs good

Notm sure how new you are too this.......
Remove EVERY jet, and the throttle slide with the long needle. Spray it all out with carb cleaner and compressed air.
Count the turns until the air screw LIGHTLY bottoms, probably 1.5-2 then take it out. Clean that as well; The order goes screw , spring, washer and oring. Any of it wrong will screw up idling and or off idle. Carb kilts come with all the jets and stuff, but the body still has to be be spotless.
If it has a metal tank, run an inline filter too and clean your petcock screen and reserve screen etc etc......
