i have a atc 70 1978 and it runs like a pig after 2100 pulls on the starter, but when you turn the fuel off and drain the bowl down a bit, it starts and its fully tunable and you can set the idle but turn the fuel on and it only runs with the engine hot, the idle screw all the way in the air screw in full as well.
i know the float is non adjustable and i put a rebuild kit threw it as well and it raised the float a little but same outcome.
i have seen new carbys on ebay, what do you guys reckon

carb floats are the problem,maybe they leak i dont know.try to rebuild from honda equipment or try to get a new one

guess what, you buy a 2nd hand bike, do a tune up via the service manual and check every thing prior to buying parts and it will save you heaps
a tight inlet valve has fixed the fault, but can not stop the new carby coming haha
