Part ID request

I'm rebuilding the forks on my '82 Honda 200 e Big Red and have run into a snag.

I need part number 12 at this link http://www.cheapcycleparts.com/model_years/133-honda-1982-big-red-ATC200E/assemblies/2706 but it's not available.

A. Where can I get one?
B. Is there an equivilent/replacement available?

Thats an inner stop ring, prevents the fork from coming apart...... I'm sure another similar stop ring could be made to fit. Time to start searching!
