'85 350X Carb adjustment problems

Working on a '85 ATC350X, all stock.

Trying to get it to idle/start.
Just barely idles w/ idle screw in all the way.
Pilot screw does nothing.
Carb is clean w/ new o-rings.

What gives?

If you have the needle on the slide all the way up the pilot screww will have little effect.

Needle was in the center position and is now one notch lower.

Is is possible for the main jet assy height to be off?

Did you check the choke to make sure it is not stuck partially closed.
