It's a gas tank cover. They were once pretty common. I have several nos covers that have different designs on them. They were made for most trikes with metal tanks. Not only do they help preserve a metal tank, they also can make a worn tank look better for little cost and they also kept you from burning your body parts on your metal tanks out in the hot sun.

yeah i have couple of those also, have one for the 200X, 350X. Just dont have them on though.

Honda line made them, we bought ours back in the day, at our local Honda shop. But you should be able to have a upolstery shop make one from pics, and the tank sample to work from.

The Moshes ought to be able to hook a person up with something similar. I thought someone was still making them, but I haven't seen anything about them being sold for a while now. I can't remember if it was ceet making and selling them or not.
