85 Tri-z Tranny question

I bought a lower end from some one and they told me that 5th gear was bad. So I put it in my bike and when I would get to 5th gear it would grind. I just pulled the motor out and looked at all the gears. The teeth on them look good and nothing is bent. So next I started to count the teeth on the gears and they are not the same as my manual list them. For example the 5th pinion gear says it should have 22T and I count 23. Next the gear that is cut into the main shaft should have 14T and I count 13. Next I went outside to check my spare tranny parts that I used in the past and my 5th pinion gear has 23 teeth.

So is the manual that I have wrong since I'm pretty sure I know how to count and marked the gears with a sharpie so I knew where I started to count.

i bet the the dogs on the gear are worn, replace fouth and fifth, and you should be fine.
