hey, if the throttle cable housing was kinda cut and cracked would that cause it to rev up at certain spots when you turn.

Yes, if it is the threaded portion that holds your throttle cable solid.

yeah that is a little bit messed up, but the cable was fine until i put new bars on, cause my stock bars were bent, so would that effect it at all?

Are your new bars any taller or wider than your old bars? Turn the handlebars from side to side and check your throttle cable as you do it to see if it moves at the point that it attaches to the throttle. If your throttle cable isn't attached firmly to the throttle itself or even the carb when your handlebars are twisted it will actually pull the cable making your revs rise.

stock bars are 29 inchs and my new ones are lower and there 28.5 inches, and it is the correct spot but if i put it in the clips along the frame it will rev like crazy, but like if i turn to the left the cable bunches up a little bit and it revs
