Front Fork Help

A few months ago I took my front forks off and changed the oil in them. For a while they were alot better. Now all the fluid has leaked out again. My seals are shot. I tried to get down to the seals in the inner fork, but on top of the fork there is a cap. It can push down like it is on spring tension. Any ideas on how to get this off?

Should be able to see a 'snap ring" when you push the top down. I use a small screwdriver to hook it out.
