1983 honda atc 70 info needed

Hi all i just bought a 83 honda atc 70 someone painted it all yellow but its chipping off and i noticed the forks fender and tank have blue under it.
does anyone know how to identify a true 83 honda atc70 christmas special maybe through vin decoding here is the vin
on the frame the vin is JH3TB0308DC813063
on the engine the vin is TB06E-2823077
any help would be appreciated thanx
