Have you tried AutoZone or Tractor Supply?

Theres a 3 part solution at any bike shop...1 cleaner 2 conditioner...3 an epoxy coating something to that extent.

Get a POR15 tank kit. It'll remove the rust and seal it from ever rusting again.

if you can get your hands on evapo rust it is the best, just get a 1lt and rotate it then wash it out with gas it gets rid of most of the rust. make sure you fill with gas immediatley after to prevent flash rust

if you cant find what has been mentioned, you can use muratic acid from a pool supply place.

I got muratic acid at my local Ace Hardware for $6.00 a gallon and it worked great. After letting is sit for awhile I rinsed it out good with water and placed it by my wood stove for a day to let it dry real good. Rinsed with Acetone and the used Red Kote.
