200E problem, I'm Back!

hey guy's I'm Back, it's been a while. i was wondering but what ate the symtoms of bad Piston rings or low compression? because the 200E (1983) my brother got won't start and he think that the Rings are Going/Gone and that may have something with the Blue smoke problem from before but it won't run at all but it turns over but it won't start, we have tryed cleaning and changing the spark plug and the carb got 4 settings, he had it on the leanest setting but he moved it up one from the leanest setting. Any Help or questions will be helpful.

get a compression tester. do an initial test, if your compression reads like 80psi then pour a bit of oil down the spark plug hole and if it jumps to a higher psi than before it is most likely the rings. next thing i would look for is a bent valve. good luck
