Idle Issue! Help!!

Hey I got an idle issue with my 83 Honda 110cc trike. I cleaned the carb checked the needle replaced the filter looked at and made new gaskets for the intake and adjusted the idle and intake screws it will stay idling but I have it at a very high idle because when it is at a lower idle it shuts off and when i rev the machine it surges. I have also replaced the spark plug i have 5 spares so that is out of the question. Please help me. My buddy says it may be the low idle needle that needs replacing is this the problem? take the carb off again and check the pilot jet,the funny looking one with all the holes in the side of it.make sure it is clean and dont dig out the holes with something hard.if that is clean and serviceable, try a tune up
