How do you free up a rear brake arm lever. mine is seized solid, it can be used as a second foot peg. I tried hitting it up and down but it will not move an inch. any ideas?

Take the tire and hub off, unscrew the drum praying to god you don't ruin the two screws holding it on, pull off the pads, line up a referance mark to help putting it back on and take off the brake lever, using a soft sided hammer pound out the shaft ever so gently, clean it all up, lube it up and put her back together the same way you found it.
Spray the snot out of and let soak, every nut bolt and the shaft prior to wrenching on anything with wd-40, pb blast, ect...
