Just out of curiosity are the reed cages the same from 81-86 on the ATC 250r just curious......?

The cages are not exactly the 'same' from 81-86 ... BUT a cage from any of those years will interchange with one another. For instance, I have an new model cage, reeds and reed spacer in my 82 300R engine.
